Is it normal to raise more c-bets than to 3-bet?

Hi,
I've got a 4% bet percentage but an 8% flop raise percentage...

Is this a normal looking stat for a winning player?

I think it would be based on the sample size you are comparing it to. Is it for 100 hands, 1000 hands, 10000 hands? Sample size would dictate it. Also based on the percentages, what is your ROI? Also is this ring games or tournies? More info is needed to give you a better answer.
